State Policy and Legislation in Arts Education Area

In this complex creative process the crucial role in the development of culture and education belongs to the state. It appears here as a regulator of new social relations. Hence, today the cultural policy of the Government of Tajikistan provided, along with government agencies, participation of NGOs, institutions that want to contribute to the process of democratization of the contemporary society. Along with the improving state’s educational and cultural system, it’s seen the process of selected participation of non-state organizations.

The main criteria for selection of participants are availability of culture production and culture preservation functions of this subjects. In the construction of a new paradigm of cultural policy essentially takes into account problems related to global information systems, media, ethnic and cultural institutions, etc. 

Traditional and modern beginnings have equal meaning in the cultural policy of modern Tajikistan. Today it is not a secret that the utilized technique in traditional school “ustod-shogird”, aimed at encouraging student creativity, and a specialist trained by this technique keeps the creative potential in one or another form of arts during the life time.

Under the conditions of democratization in Tajikistan, where the work due to its relevance can be realize wholly, it’s not surprising that school of “ustod-shogird” becomes very topical not only in the system of arts education, but also in the cultural policy of the state. Therefore, the development of the traditional school of arts and the norms of traditional forming mention almost in all government programs and other governmental documents related to culture and art in recent years, in particular, the state document “State program on development of culture for 2008-2015”, “State program on development of arts and crafts for 2009-2015”, “State program on development of professional music in the Republic of Tajikistan for 2011-2015”, Presidential Decree “On the Day of Shashmaqom” , Presidential Decree “On the Day of Falak.”

A modern orientation of art creativity concerns kinds and forms of art creativity, which has entered into the Tajik culture in the past XX century. As it is known, these forms have the West European orientation. For the short period of time in the country is created and reached many: composer schools, performing institutes – orchestras, ensembles, musical theaters, drama theaters and studios, various exhibition salons, creative associations of artists, sculptors, designers, cinematographers of Tajikistan, prospers the union of writers. It is impossible to see modern Tajikistan without the mentioned institutions. Involvement of people to art creativity increases every day. Occurrence of set of children’s art studios, circles testifies that. The main aspect in youth education begins in inducing desire to set up and create. And our future is in it. The documents: “Government program on preparation of qualified personnel in the sphere of culture, art and polygraphy for 2007-2010”, Governmental order “About the soundtrack”, Governmental order “About Tajik national conservatory”, “Government program on development of culture for 2008 – 2015”, “Government program on development of professional music in the Republic of Tajikistan for 2011-2015” are devoted to develop modern orientation of culture and art.

It should be noted that in condition of Tajikistan, the cultural policy never adequately reflected the needs of the present society.
