Introduction to the Arts Education System in Russian Federation

The arts education as the foundation of Russian culture translates related values, norms, ethical and aesthetic ideals, and contributes to creative mastering dynamic, multicultural world around and achieving social and cultural well-being. In accord with the ideas and the spirit of UNESCO programmes, the education in the field of culture and arts is regarded “as the foundation for balanced creative, cognitive, emotional, aesthetic and social development of children, youth and life-long learners”. These tasks are fulfilled by the unique historically established and permanently evolving system of Russian arts education that has no analogues in the world. The core structure of the system that embraces the entire educational vertical from pre-schools educational settings to institutions for training specialists of the highest qualifications is presented by the three-level organization for training professionals for the sector of culture and the arts.

Historical traditions of arts education both make up a significant part of the national cultural heritage and have practical impact upon inward development of an individual. Furthermore, both practices and research demonstrate that address to cultural and historical values within the educational and enlightening activities can serve an efficient means of influencing the younger generations, shaping their identity, responsibility for the promising future of the native country, and patterns of intercultural communication and tolerance. The arts education can be also regarded as a specific vehicle to transmit human values and to preserve and reproduce cultural tradition.

The objectives of education in general and of the arts education in particular are inextricably linked to the fundamentals of human development, and the first of the universal arts education goals relates to human rights: upholding the Human Right to Education and Cultural Participation

The primary task for Russian educational policies is to ensure the up-to-date quality of education via preservation of its academic character and cultivating awareness of existing challenges and prospects, responsiveness to the needs of individual and society.
