In order to support development of the arts education system in the CIS countries, including Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, the Republic of Moldova, the Russian Federation, Tajikistan, Ukraine and Uzbekistan , and include UNESCO priorities and principles into the national strategies for development the arts education and education through arts, the case studies in the field of arts education (including the analysis of existing system of arts education and current programmes and development trends) have been conducted by the leading experts in each of the involved countries. The national Analytical Reports, including recommendations were prepared within the First Stage of the UNESCO/IFESCCO Project. 

The studies were based on collection and thorough analysis of the information on existing challenges and current programmes in the field of arts education in CIS countries with a focus on elaboration of the relevant recommendations for the further development of the arts education systems and enhancement of partnership cooperation subject to international practices. The Analytical Reports covered all forms of arts education and levels of the national arts education systems, including such art forms as music, dance, theatre, fine arts, design, arts and crafts, cinema, media etc.

The researches were based on the International documents in this field and UNESCO basic documents and recommendations, in particular, “Road Map for Arts Education” (adopted on the First World Conference on Arts Education in Lisbon, in 2006) and "The Seoul Agenda: Goals for the Development of Arts Education" (adopted during the Second World Conference on Arts Education in Seoul, in 2010).
