THE FIRST REGIONAL EXPERT MEETING

In line with the forthcoming 2nd World Conference on Arts Education, which takes place in Seoul on 25-28 May 2010, the First Regional Expert Meeting was organised in Minsk as a preparation event. It was held within the framework of implementation of the UNESCO and Intergovernmental Foundation for Educational, Scientific and Cultural Cooperation (IFESCCO) pilot project “Arts Education in CIS countries: Building Creative Capacities for 21st Century”.

The meeting was organised by the UNESCO Moscow Cluster Office with IFESCCO in cooperation with the UNESCO Almaty Cluster Office and the UNESCO Office in Tashkent and in partnership with the National Institute of Arts Education of the Republic of Belarus under the consultative support of the National Commission of the Republic of Belarus for UNESCO, the Ministry of Culture and the Ministry of Education of the Republic of Belarus.

Leading specialists in the field of arts education from Azerbaijan, Armenia, Republic of Belarus, Kazakhstan, Kyrgyzstan, Republic of Moldova, Russian Federation, Tajikistan and Uzbekistan along with international experts and representatives from UNESCO, IFESCCO, International Society of Education through Art (InSEA) and the World Alliance for Arts Education (WAAE) took part in this meeting.

The aim of the First Regional Expert Meeting was thorough discussion of partnership cooperation within project implementation and elaboration of the Guide for conduction of national case studies regarding issues and development trends of arts education in CIS countries based on the UNESCO documents, including UNESCO Conventions and recommendations of the World Conferences on Arts Education as well as the “Road Map for Arts Education” and Questionnaire on the implementation of the Road Map for Arts Education.

The Fisrt Expert meeting contributed to achieve the following results:

  • Enlarge the cultural contacts at the international, federal and regional levels, forming of a united cultural-artistic area for all the social and age-specific groups of the inhabitants of each country;
  • Define the priorities for the development of the arts education systems of each CIS Member State taking into consideration national traditions, international experience and contemporary socio-cultural situation;
  • Strengthen the international contacts at the professional level, to attract the attention from the direction of governmental organizations on the question of the improvement of cultural and educational policies in the field of arts education;
  • Promote the roles of arts education in the development of the international dialogue and the encouragement of the cultural diversity, to assist the implementation of the Universal Declaration on Cultural Diversity (2001) and the Convention on the Protection and the Promotion of the Diversity of Cultural Expressions (2005). 

As the result of the Second Regional Expert meeting a Guide to assist experts in creating data-base of the Observatory was prepared.
